THE OFFICIAL REASON: DMA AND “EXTREME INTERPRETATION”
In a rare public statement, Apple Senior Vice President of Software Engineering Craig Federighi laid the blame squarely on European regulators:
“We are deeply disappointed that our users in the European Union will not be able to use Siri AI on iPhone and iPad when we release the new software versions later this year. Our hope is to eventually bring Siri AI to the EU, and we will continue to engage with EU regulators on a path forward. The core of the dispute is the Digital Markets Act (DMA) . Under the EU’s interpretation, if Apple grants Siri AI access to a user’s private data to perform tasks – reading messages, finding photos, executing actions across apps – it must grant the exact same system-level access to any rival AI assistant.
Apple warns this creates a massive security loophole. Under the EU’s interpretation, any third-party AI could gain nearly unlimited, autonomous access to a device – reading messages, making purchases, and accessing files without ongoing user consent.

China’s Cyberspace Administration (CAC) requires generative AI services to complete registration and filing procedures before public launch. Apple has reportedly been working with Alibaba to integrate the Qwen model into Siri for the Chinese market – a workaround that may eventually allow a China-specific version to launch.
