The latest International Consortium of Investigative Journalists investigation into Industrial and Commercial Bank of China — ICBC — provides an unusually detailed case study of that transformation.

The investigation, called China Capital, is based on 4.8 million confidential records from ICBC’s London operations and covers nearly two decades of activity.

The records do not simply describe money moving between countries.

They reveal how banking, corporate finance, infrastructure, commodities, political priorities and international relationships can intersect inside a single financial architecture.

That is the larger story.

01 — THE OFFSHORE WORLD DID NOT DISAPPEAR

For decades, offshore finance was associated primarily with secrecy.

Companies incorporated in small jurisdictions. Trusts. Foundations. Holding companies. Nominee arrangements. Private banking. Cross-border accounts.

But the modern financial system is more sophisticated.

Capital does not necessarily need to disappear into a tropical tax haven to become difficult to understand.

It can move through major financial centers, multinational banks, special-purpose companies, investment vehicles, infrastructure projects and legally established corporate structures.

The critical question is therefore no longer simply:

“Where is the money?”

The better investigative question is:

“What structure allows the money, ownership, financing and strategic objective to move together?”

That is why China Capital matters beyond China.

02 — THE ICIJ FILES

On September 14, 2026, ICIJ published its new China Capital investigation into ICBC, the Industrial and Commercial Bank of China.

According to ICIJ, investigators reviewed approximately 4.8 million confidential ICBC records, including internal emails, confidential client dossiers, suspicious-transaction logs, meeting minutes, reports marked as trade secrets and documents from the bank’s Communist Party committee.

The material covered the period from 2005 through 2024.

ICIJ said the records included information on more than 4,000 corporate clients and that its team examined nearly 200 loan agreements involving borrowers in almost 30 countries and territories.

03 — THE BANK AS A GEOPOLITICAL INSTRUMENT

ICBC is not an ordinary private bank.

ICBC is state-owned and, according to ICIJ, had more than $8 trillion in assets and 410 subsidiaries and branches across 49 countries and regions at the end of 2025.

That scale changes the meaning of international banking.

A bank of this size does not merely process transactions.

It can provide financing.

Financing creates relationships.

Relationships create access.

Access can create strategic leverage.

And infrastructure can turn financial relationships into long-term physical dependencies.

ICIJ reported that internal ICBC documents sometimes assessed proposed transactions according to their relationship to Chinese government priorities, including the Belt and Road Initiative and “resource security.”

In some credit applications, ICIJ found the phrase “China rationale” used to explain why ICBC London should pursue a deal.

THE INTELLIGENCE QUESTION

When a financial institution evaluates a transaction not only according to commercial return and risk, but also according to strategic national objectives, the transaction becomes part of a larger network.

The investigative task is to identify that network — without assuming that every participant shares the same objective.

04 — THE HUAWEI TRANSACTION

One of the most striking examples identified by ICIJ concerns Huawei.

In February 2019, shortly after the U.S. Justice Department indicted Huawei, ICBC London bankers were called into the office on a Saturday morning to execute a transfer of approximately $1.3 billion from Huawei’s ICBC account in London to an account in Shenzhen.

ICIJ reported that the transaction itself was not illegal.

The significance lies elsewhere.

The bank’s compliance team was not informed until after the transfer.

Internal records subsequently showed concern about the unusual weekend operation and the procedures used to execute it.

This distinction matters.

An extraordinary transaction is not automatically an illegal transaction.

But extraordinary transactions can reveal how institutions behave when strategic clients, financial systems and regulatory controls collide.

05 — FROM OFFSHORE WEALTH TO OFFSHORE POWER

This is where the China Capital investigation connects directly with our previous investigation:

The old model focused heavily on private wealth.

Who owns the company?

Who controls the trust?

Where is the bank account?

Which jurisdiction protects the structure?

The new model adds another dimension:

Who controls the financing architecture?

That is a much larger question.

A global infrastructure project may involve:

  • a state-owned bank;
  • a private or state-linked company;
  • a foreign subsidiary;
  • an international financial center;
  • multiple lenders;
  • commodity contracts;
  • insurance;
  • foreign-exchange arrangements;
  • special-purpose entities;
  • local government guarantees;
  • and long-term repayment obligations.

None of these elements is inherently illicit.

That is precisely why the structure matters.

The network can be entirely composed of legally recognized entities while remaining extremely difficult for outsiders to reconstruct.

06 — THE OFFSHORE CONNECTION

ICIJ’s China Capital investigation identified borrowers and companies operating across jurisdictions including the United Kingdom, South Africa, Luxembourg and offshore financial centers.

That does not mean that every company involved was an offshore shell company, nor does it establish wrongdoing merely because an offshore jurisdiction appears in a corporate structure.

It does demonstrate something more useful for investigators:

THE JURISDICTIONAL MAP IS PART OF THE STORY.

To understand a financial network, investigators need to identify where the parent company sits, where subsidiaries are incorporated, where accounts are maintained, where loans are booked, where assets are held, where collateral is located and which legal system governs each relationship.

This is the real meaning of FOLLOW THE STRUCTURE.

07 — CHINA’S OFFSHORE HISTORY IS OLDER THAN CHINA CAPITAL

The 2026 investigation also sits inside a much longer documentary record.

In 2014, ICIJ reported that its Offshore Leaks investigation had identified nearly 22,000 offshore clients with addresses in mainland China and Hong Kong.

That earlier investigation examined offshore companies, trusts and intermediaries and reported links involving relatives of Chinese political figures, state-owned enterprises and major business interests.

The historical comparison is revealing.

The 2014 story was heavily about offshore entities and hidden or difficult-to-trace ownership.

The 2026 China Capital investigation examines something different:

the institutional machinery through which capital is financed, moved and deployed internationally.

These are not the same dataset.

They should not be treated as proof of one continuous hidden network.

But together they show why the offshore question cannot be reduced to tax havens.

08 — LONDON IS PART OF THE NETWORK

One of the most important elements of China Capital is geographical.

The investigation does not describe an isolated financial system operating entirely inside China.

It describes a Chinese state-owned banking institution operating through London.

That matters because London connects Asian capital with European and global financial markets.

It provides access to international currencies, professional services, investors, counterparties and legal infrastructure.

The structure is global even when the strategic objective is national.

09 — THE ZAMBIA QUESTION

Another important case in China Capital concerns Zambia.

ICIJ examined an ICBC loan of approximately $285 million to Zambia’s state-owned electricity company ZESCO.

The investigation examined the loan in the context of Zambia’s later debt crisis and reported that ICBC sought repayment from a ZESCO account held at ICBC London.

The significance is not simply the amount of the loan.

It is the architecture:

10 — RUSSIA, NICKEL AND THE SANCTIONS QUESTION

China Capital also examined ICBC’s relationship with Russian mining giant Norilsk Nickel, or Nornickel.

According to ICIJ, internal documents showed discussions about financing the company in renminbi rather than relying on U.S. dollar financing.

The records also showed discussion around a proposed smelter in China and the possibility of labeling products as Chinese-made.

This is particularly important for understanding the future of global finance.

Sanctions are designed around jurisdictions, currencies, ownership, trade flows and legal entities.

A financial architecture that provides alternative currencies, alternative banking channels and alternative production locations can change how those sanctions interact with the global economy.

That does not mean sanctions automatically fail.

It means investigators need to follow the entire chain.

A Chinese company operating internationally is not automatically controlled by the Chinese state.

And the presence of a jurisdiction such as Luxembourg, the British Virgin Islands or another offshore center does not by itself establish wrongdoing.

The evidence must be reconstructed entity by entity, document by document and transaction by transaction.

And perhaps most importantly:

Which relationships remain invisible when every database is examined separately?

16 — THE INTELLIGENCE ORIGINAL FILE

The public story is about China.

The deeper story is about architecture.

China Capital demonstrates how a major state-owned bank can operate internationally through one of the world’s most important financial centers while connecting financing decisions with corporate relationships, commodities, infrastructure and strategic priorities.

The offshore world demonstrates something complementary:

global wealth and corporate structures can be distributed across jurisdictions in ways that make ownership, control and economic purpose difficult to reconstruct from any single source.

Put the two stories together and a new investigative question emerges.

03 — DIE BANK ALS GEOPOLITISCHES INSTRUMENT

ICBC ist keine gewöhnliche Privatbank.

ICBC ist staatlich und hatte laut ICIJ Ende 2025 mehr als 8 Billionen Dollar an Aktiva sowie 410 Tochtergesellschaften und Filialen in 49 Ländern und Regionen.

Diese Größenordnung verändert die Bedeutung internationalen Bankings.

Eine Bank dieser Größe verarbeitet nicht nur Transaktionen.

Sie kann Finanzierung bereitstellen.

Finanzierung schafft Beziehungen.

Beziehungen schaffen Zugang.

Zugang kann strategische Hebelwirkung erzeugen.

Und Infrastruktur kann finanzielle Beziehungen in langfristige physische Abhängigkeiten verwandeln.

Das ICIJ berichtete, dass interne ICBC-Dokumente vorgeschlagene Transaktionen teilweise danach bewerteten, wie sie zu den Prioritäten der chinesischen Regierung passten — darunter die Belt-and-Road-Initiative und „Ressourcensicherheit“.

In einigen Kreditanträgen fand das ICIJ den Begriff „China rationale“, mit dem begründet wurde, warum ICBC London ein Geschäft verfolgen sollte.

04 — DIE HUAWEI-TRANSAKTION

Eines der auffälligsten Beispiele, das das ICIJ identifizierte, betrifft Huawei.

Im Februar 2019, kurz nachdem das US-Justizministerium Huawei angeklagt hatte, wurden Banker von ICBC London an einem Samstagmorgen ins Büro gerufen, um eine Überweisung von etwa 1,3 Milliarden Dollar vom Huawei-Konto bei ICBC London auf ein Konto in Shenzhen auszuführen.

Das ICIJ berichtete, dass die Transaktion selbst nicht illegal war.

Die Bedeutung liegt woanders.

Das Compliance-Team der Bank wurde erst nach der Überweisung informiert.

Interne Unterlagen zeigten später Bedenken hinsichtlich der ungewöhnlichen Wochenend-Operation und der dabei angewandten Verfahren.

Dieser Unterschied ist wichtig.

Eine außergewöhnliche Transaktion ist nicht automatisch eine illegale Transaktion.

Aber außergewöhnliche Transaktionen können zeigen, wie Institutionen reagieren, wenn strategische Kunden, Finanzsysteme und regulatorische Kontrollen aufeinandertreffen.

05 — VON OFFSHORE-VERMÖGEN ZU OFFSHORE-MACHT

Das ist eine weit größere Frage.

Ein globales Infrastrukturprojekt kann umfassen:

  • eine staatliche Bank;
  • ein privates oder staatlich verbundenes Unternehmen;
  • eine ausländische Tochtergesellschaft;
  • ein internationales Finanzzentrum;
  • mehrere Kreditgeber;
  • Rohstoffkontrakte;
  • Versicherungen;
  • Devisenarrangements;
  • Zweckgesellschaften;
  • lokale Regierungsgarantien;
  • und langfristige Rückzahlungsverpflichtungen.

Keines dieser Elemente ist an sich illegal.

Genau deshalb ist die Struktur entscheidend.

Das Netzwerk kann vollständig aus rechtlich anerkannten Einheiten bestehen und dennoch für Außenstehende extrem schwer zu rekonstruieren sein.

06 — DIE OFFSHORE-VERBINDUNG

Die China-Capital-Untersuchung des ICIJ identifizierte Kreditnehmer und Unternehmen, die in Jurisdiktionen wie dem Vereinigten Königreich, Südafrika, Luxemburg und Offshore-Finanzzentren tätig waren.

Das bedeutet nicht, dass jedes beteiligte Unternehmen eine Offshore-Briefkastenfirma war, und es begründet auch nicht allein dadurch ein Fehlverhalten, dass eine Offshore-Jurisdiktion in einer Unternehmensstruktur auftaucht.

Es zeigt jedoch etwas, das für Ermittler nützlicher ist:

DIE JURISDIKTIONSKARTE IST TEIL DER GESCHICHTE.

Um ein Finanznetzwerk zu verstehen, müssen Ermittler identifizieren, wo die Muttergesellschaft sitzt, wo Tochtergesellschaften gegründet sind, wo Konten geführt werden, wo Kredite gebucht werden, wo Vermögenswerte gehalten werden, wo Sicherheiten liegen und welches Rechtssystem jede Beziehung regelt.

Das ist die eigentliche Bedeutung von FOLGE DER STRUKTUR.

07 — CHINAS OFFSHORE-GESCHICHTE IST ÄLTER ALS CHINA CAPITAL

Die Untersuchung von 2026 steht zudem in einem deutlich längeren dokumentarischen Kontext.

2014 berichtete das ICIJ, dass seine Offshore-Leaks-Untersuchung fast 22.000 Offshore-Kunden mit Adressen in Festlandchina und Hongkong identifiziert hatte.

Diese frühere Untersuchung prüfte Offshore-Gesellschaften, Trusts und Intermediäre und berichtete über Verbindungen zu Verwandten chinesischer politischer Persönlichkeiten, staatlichen Unternehmen und großen Geschäftsinteressen.

Der historische Vergleich ist aufschlussreich.

Die Geschichte von 2014 handelte stark von Offshore-Entitäten und verstecktem oder schwer nachvollziehbarem Eigentum.

Die China-Capital-Untersuchung von 2026 untersucht etwas anderes:

die institutionelle Maschinerie, durch die Kapital international finanziert, bewegt und eingesetzt wird.

Das sind nicht dieselben Datensätze.

Sie sollten nicht als Beweis für ein einziges durchgehendes verborgenes Netzwerk behandelt werden.

Aber zusammen zeigen sie, warum die Offshore-Frage nicht auf Steueroasen reduziert werden kann.

08 — LONDON IST TEIL DES NETZWERKS

Eines der wichtigsten Elemente von China Capital ist geografisch.

Die Untersuchung beschreibt kein isoliertes Finanzsystem, das ausschließlich innerhalb Chinas operiert.

Sie beschreibt eine chinesische staatliche Bank, die über London operiert.

Das ist bedeutsam, weil London asiatisches Kapital mit europäischen und globalen Finanzmärkten verbindet.

Es bietet Zugang zu internationalen Währungen, professionellen Dienstleistungen, Investoren, Gegenparteien und rechtlicher Infrastruktur.

Die Struktur ist global, selbst wenn das strategische Ziel national ist.

09 — DIE SAMBIA-FRAGE

Ein weiterer wichtiger Fall in China Capital betrifft Sambia.

Das ICIJ untersuchte einen ICBC-Kredit von etwa 285 Millionen Dollar an das staatliche sambische Stromunternehmen ZESCO.

Die Untersuchung betrachtete den Kredit im Kontext der späteren Schuldenkrise Sambias und berichtete, dass ICBC die Rückzahlung von einem ZESCO-Konto bei ICBC London forderte.

Die Bedeutung liegt nicht allein in der Kredithöhe.

10 — RUSSLAND, NICKEL UND DIE SANKTIONSFRAGE

China Capital untersuchte auch die Beziehung der ICBC zum russischen Bergbaukonzern Norilsk Nickel (Nornickel).

Laut ICIJ zeigten interne Dokumente Gespräche über eine Finanzierung des Unternehmens in Renminbi statt in US-Dollar.

Die Unterlagen zeigten zudem Diskussionen über eine geplante Schmelze in China und die Möglichkeit, Produkte als „Made in China“ zu kennzeichnen.

Das ist besonders wichtig, um die Zukunft der globalen Finanzen zu verstehen.

Sanktionen sind um Jurisdiktionen, Währungen, Eigentum, Handelsströme und Rechtspersonen herum konstruiert.

Eine Finanzarchitektur, die alternative Währungen, alternative Bankkanäle und alternative Produktionsstandorte bereitstellt, kann verändern, wie diese Sanktionen mit der Weltwirtschaft interagieren.

Das bedeutet nicht, dass Sanktionen automatisch scheitern.

Es bedeutet, dass Ermittler die gesamte Kette verfolgen müssen.

  • Das ICIJ veröffentlichte die China-Capital-Untersuchung am 14. September 2026.
  • Die Untersuchung basiert auf etwa 4,8 Millionen vertraulichen ICBC-Unterlagen.
  • Die Unterlagen umfassen den Zeitraum 2005–2024.
  • Das ICIJ prüfte Material zu mehr als 4.000 Unternehmenskunden.
  • Das ICIJ analysierte nahezu 200 Kreditverträge mit Kreditnehmern in fast 30 Ländern und Territorien.
  • Das ICIJ berichtete, dass interne Unterlagen zeigten, dass Personal von ICBC London teilweise auf Anweisung der Pekinger Zentrale handelte, um chinesische strategische Prioritäten zu verfolgen.

13 — WAS WIR NICHT ANNEHMEN DÜRFEN

Eine Offshore-Gesellschaft ist nicht automatisch illegal.

Ein Trust ist nicht automatisch ein Beweis für Steuerhinterziehung.

Ein Kredit an eine ausländische Regierung ist nicht automatisch politische Nötigung.

Ein chinesisches Unternehmen, das international operiert, ist nicht automatisch vom chinesischen Staat kontrolliert.

Und das Vorhandensein einer Jurisdiktion wie Luxemburg, den Britischen Jungferninseln oder eines anderen Offshore-Zentrums begründet für sich genommen kein Fehlverhalten.

Die Beweise müssen Entität für Entität, Dokument für Dokument und Transaktion für Transaktion rekonstruiert werden.

UNSER STANDARD:

Was verifiziert werden kann, identifizieren wir.

Was dokumentiert, aber bestritten ist, schreiben wir zu.

Was nicht verifiziert werden kann, kennzeichnen wir als unverifiziert.

Wenn die Beweise die Schlussfolgerung nicht tragen, veröffentlichen wir die Schlussfolgerung nicht als Tatsache.

14 — DIE ARISTOTLE-AI-FRAGE

Hier geht die Untersuchung von Intelligence Original über die Schlagzeile hinaus.

Welche Unternehmen tauchen in mehreren Jurisdiktionen auf?

Welche Direktoren erscheinen wiederholt?

Welche Adressen wiederholen sich?

Welche Banken finanzieren dieselben Unternehmensgruppen?

Welche Infrastrukturprojekte sind mit denselben Kreditgebern verbunden?

Welche Rohstoffe tauchen wiederholt auf?

Welche Holdinggesellschaften sitzen zwischen operativen Unternehmen und den endgültigen Eigentümern?

Welche Strukturen existierten bereits vor der Transaktion — und welche wurden unmittelbar davor geschaffen?

Und vielleicht am wichtigsten:

Welche Beziehungen bleiben unsichtbar, wenn jede Datenbank separat betrachtet wird?

16 — DIE INTELLIGENCE-ORIGINAL-AKTE

Die öffentliche Geschichte handelt von China.

Die tiefere Geschichte handelt von Architektur.

China Capital zeigt, wie eine große staatliche Bank international über eines der wichtigsten Finanzzentren der Welt operieren kann und dabei Finanzierungsentscheidungen mit Unternehmensbeziehungen, Rohstoffen, Infrastruktur und strategischen Prioritäten verbindet.

Die Offshore-Welt zeigt etwas Komplementäres:
